Zhang Haibo founded the Department of Emergency Management, School of Government Management, Nanjing University, and served as the first Dean of the Department. He served as a member of the Subject Review Group of the State Council, a member of the special class on the revision of the Emergency Response Law of the Ministry of Emergency Management, the chief expert of the National Social Science Fund's major project "Research on Promoting the Modernization of China's Emergency Management System and Capacity", and the executive director of the Social Risk and Public Crisis Management Research Center of Nanjing University. Deputy Director of Data Intelligence and Cross-Innovation Laboratory of Nanjing University (Cultivation Unit of Liberal Arts Laboratory of Ministry of Education), Executive Editor-in-Chief of CSSCI Journal Risk Disaster Crisis Research, Deputy Editor-in-Chief of SSCI Journal Natural Hazards Review. He is one of the co-sponsors of the Yangtze River Delta Security Development and Emergency Management Research Alliance.

张海波，南京大学政府管理学院教授、博士生导师、副院长，教育部青年长江学者，创办南京大学政府管理学院应急管理学系并担任首任系主任。担任国务院学科评议组成员、应急管理部《突发事件应对法》修改工作专班成员、国家社科基金重大项目“提升我国应急管理体系与能力现代化水平研究”首席专家、南京大学社会风险与公共危机管理研究中心执行主任、南京大学数据智能与交叉创新实验室（教育部文科实验室培育单位）副主任，CSSCI集刊《风险灾害危机研究》执行主编，SSCI期刊 Natural Hazards Review 副主编，为长三角安全发展与应急管理研究联盟联合发起人之一。
